One of the ritsuryo government positions. It is also read as "sunonomoushi." It belongs to the Shonagon Bureau of the Daijokan (Grand Council of State), and handles station bells, inner seals (seals for the Emperor's seal), denpu (signs for requisitioning horses for counties), and box bells (kanrei) for Hieki (when urgent matters are required), and also supervises the stamping of outer seals (Dajokan seals). There were three staff members, all of whom also served as chamberlains, and although they were low-ranking, they were important positions. In 808 (Daido 3), one more person was added outside the quota, and the following year, another was added, but in 813 (Kōnin 4), the quota was restored to three.

令制(りょうせい)官職の一つ。「すないものもうし」とも読む。太政官(だいじょうかん)の少納言局に属し、駅鈴、内印(天皇御璽(ぎょじ)の印)、伝符(でんぷ)(郡馬を徴発する符)、飛駅(ひえき)の函鈴(かんれい)(急を要する場合)を取り扱い、また外印(げいん)(太政官印)を押すときに監督する。定員は3人で、いずれも侍従(じじゅう)を兼ね、地位は低いが重要な職であった。808年(大同3)定員外に1人増加、翌年また1人を追加したが、813年(弘仁4)定員の3人に戻した。
