Metropolitan Expressway - Shuto Expressway

This is a toll expressway that aims to smoothly handle automobile traffic in Tokyo and its surrounding areas and to maintain and enhance the functions of the capital. It is managed by the Metropolitan Expressway Co., Ltd. Since it was not built as a high-standard trunk road, the speed limit is 40 to 80 kilometers. It was built, managed, and operated by the Metropolitan Expressway Public Corporation, which was established in 1959 (Showa 34), but was privatized in 2005 (Heisei 17) and taken over by the Metropolitan Expressway Co., Ltd.

Initially, it was planned to develop 70 kilometers of routes, mainly in urban areas, but this was gradually extended, and as of 2012, 301 kilometers were open and 26 kilometers were under construction. The routes that are open include the Tokaido Circular Route and Central Circular Route between Ohashi Junction (JCT) where it connects to Route 3 and Kasai JCT where it connects to the Bayshore Line, Route 1 Ueno Line between Edobashi JCT and Iriya ramp, Route 1 Haneda Line and Kanagawa Route 1 Yokohane Line between Hamasakibashi JCT and Ishikawacho JCT where it connects to Kanagawa Route 3, Yaesu Line between Kandabashi JCT and Nishiginza JCT, Route 2 between Ichinobashi JCT and Togoshi ramp, Route 3 between Tanimachi JCT and Yoga ramp, Route 4 between Miyakezaka JCT and Takaido ramp, Route 5 and Saitama-Omiya Line and their Shintoshin Line between Takebashi JCT and Saitama-Minuma ramp, Route 6 Mukojima Line and Misato Line between Edobashi JCT and Misato JCT, Route 7 between Ryogoku JCT and Ichinoe ramp, Route 9 between Hakozaki JCT and Tatsumi JCT, Route 10 Harumi Line between Shinonome JCT and Toyosu ramp, Route 11 between Shibaura JCT and Ariake JCT, Kanagawa Route 2 between Kinko JCT and Hodogaya Interchange (IC), Kanagawa Route 3 between Honmoku JCT and Kariba IC, Kanagawa Route 5 between Namamugi JCT and Daikoku JCT, Kanagawa Route 6 between Kawasaki Ukishima JCT and Daishi JCT, Kawaguchi Line between Kohoku JCT and Kawaguchi JCT. Route 3 connects to the Tomei Expressway, Route 4 to the Chuo Expressway, and Route 6 to the Joban Expressway.

As of 2012, the main sections under construction are the Central Circular Shinagawa Line (Ohashi JCT - Oi JCT), the Yokohama Circular North Line and the Northwest Line (Namamugi JCT - Yokohama Aoba IC/JCT). There are six lanes on the Wangan Line and four on the others. The number of vehicles using the line per day was about 11,000 when it first opened in 1962, but increased to about 1.05 million by April 2012. It is used by about 1.8 million people and transports about 1.06 million tons per day. As an efficient transportation facility with an extremely large traffic capacity, this road is of great use in transporting goods and carrying out urban activities in the capital, Tokyo.

On the other hand, although the number of traffic jams is decreasing, the annual losses due to congestion on the Metropolitan Expressway are enormous, at approximately 100 billion yen, and the early completion of the three ring roads (the Central Circular Route, the Tokyo Outer Circular Route, and the Metropolitan Intercity Expressway) is awaited in order to fundamentally alleviate the congestion.

東京都およびその周辺部において、自動車交通を円滑に処理し、首都の機能を維持し、増進させることを目的とした有料の自動車専用道路。管理は首都高速道路株式会社。高規格幹線道路として建設された高速道路ではないので、制限速度は40~80キロメートルとなっている。1959年(昭和34)発足した首都高速道路公団が建設・管理運営していたが、2005年(平成17)に民営化し、首都高速道路株式会社に引き継がれている。

 2012年時点で建設中の主な区間は中央環状品川線(大橋JCT―大井JCT)、横浜環状北線および北西線(生麦JCT―横浜青葉IC・JCT)である。車線数は、湾岸線は6車線、その他は4車線。1日当りの利用台数は、開通当初の1962年度には約1万1000台であったが、2012年(平成24)4月期には約105万台に増加。1日当り約180万人の移動と、約106万トンの輸送に用いられている。この道路はきわめて交通処理能力の大きい効率的な交通施設として、首都東京の物資の輸送、都市活動などに大きく役だっている。

 一方、減ってきてはいるものの、首都高速道路の渋滞による年間損失額は約1000億円と膨大であり、渋滞の抜本的解消に向けて、3環状道路(中央環状線、東京外かく環状道路、首都圏中央連絡自動車道)の早期完成が待たれる。
