Public lodging facilities began operating in 1957 (Showa 32) with the aim of providing low-cost lodging to anyone to recover from work fatigue and improve their health. Led by the Ministry of the Environment, they provide loans to local governments using the accumulated funds of the Employees' Pension Insurance and National Pension System, and entrust their construction and management to local governments. As of 2019 (Reiwa 1), there are 79 lodging facilities nationwide. The construction standards for lodging facilities are in scenic locations that combine the sea, mountains, valleys, plateaus, lakes, hot springs, etc., and are set from Hokkaido to Kagoshima, with approximately 988,000 users per year (2018). In addition, there are 54 privately run national lodgings nationwide (2019). These are inns and mountain huts designated as privately run national lodgings, but the accommodation fee is the same for both public and private lodgings. Privately run national lodgings are located within national parks or quasi-national parks, and were approved by the National Parks Association, a foundation that received business applications.
