Capital Region Development Act

Japanese: 首都圏整備法 - しゅとけんせいびほう

This law (promulgated in 1956) was enacted to formulate and implement a comprehensive plan for the capital region development, and to promote the construction and orderly development of a capital region suitable as the center of politics, economy, culture, etc. It is an expansion of the Capital Construction Act (1950). The capital region includes one metropolis and seven prefectures: Tokyo, Saitama, Chiba, Kanagawa, Ibaraki, Tochigi, Gunma, and Yamanashi. Based on this law, the Capital Region Development Plan and the Capital Region Basic Plan (the fifth plan was enacted in 1999) were formulated. In addition, in 1996, the Act on Amendment of the Law Concerning the Relocation of the National Diet, etc., which relates to the relocation of the capital functions, was enacted.

首都圏整備に関する総合的計画を策定・実施し，政治・経済・文化などの中心としてふさわしい首都圏の建設と秩序ある発展を図るための法律（1956年公布）。首都建設法（1950年）の規模を拡大したもの。東京，埼玉，千葉，神奈川，茨城，栃木，群馬，山梨の１都７県を首都圏とする。本法にもとづき〈首都圏整備計画〉と〈首都圏基本計画〉（1999年に第５次計画）が策定される。なお，1996年には首都機能移転にかかわる〈国会等の移転に関する法律改正法〉が成立した。
