This za was established in the Muromachi period as the successor to Kamiyain of the Library Bureau, with the Kurodosho as its head office. It held the monopoly of papermaking in Kyoto and exemption from taxes as privileges. It consisted of two zas, the upper and lower, and its name comes from the fact that it mainly provided paper, which was essential for imperial edicts and oral proposals. The upper za was organized and developed by those who were related to the paper makers of Kamiyain of the Library Bureau under the Ritsuryo system. After Kamiyain was abolished, it manufactured paper and other types of paper for the imperial court's needs. Among the higher-ranking Konobe (leaders), for example the Togai clan, were hereditarily appointed as Library Bureau Ministers and subordinate officials, and served as Library Bureau officials in regular and special court ceremonies. 図書寮紙屋院の後身として蔵人所を本所に室町期に成立した座。特権として京中における紙漉業の独占権と課役免除を保持した。上下の2座から成り,主として綸旨(りんじ),口宣案(くぜんあん)などに不可欠な宿紙を貢納したところに名称の由来がある。上座は律令制下における図書寮紙屋院の紙工の系統の者によって組織され発展したもので,紙屋院廃絶以降の朝廷需要の宿紙などの紙類を製造するとともに,座の上位にある兄部(このこうべ)(統率者)のうち,例えば栂井氏などは世襲的に図書寮允,属官に補任されて恒例,臨時の朝儀の図書寮官人役を勤仕した。
