Ministry of Internal Affairs and Communications

One of the eight ministries under the ritsuryo system. It is also read as "Osamu Tsukasa." The predecessor of this ministry was the Osamu Tsukasa, which first appeared in 681 (the 10th year of Emperor Tenmu's reign). Under the ritsuryo system, it belonged to the Sabenkan Bureau of the Daijokan, and in addition to handling clan issues such as the real surnames, succession, and marriage of officials of the fifth rank or higher, it also supervised matters such as auspicious events, funerals, gifts of incense money, national anniversaries, given names, and attendance at courts by foreign guests. This ministry had jurisdiction over two offices, the Uta and Genba offices, and two offices, the Shoryo and Funeral Ceremonies offices, and included four ranks of officials: one Kami, one Daisuke, one Shosuke, one Daijo, two Shojo, one Daisakan, and three Shoroku, as well as ten Hisashisho, four Ooi Tokibe, six Sunai Tokibe, two Shosho, 60 Tsukaibe, and four Jikicho. Of these, the Daisho Tokibe was one office, and was responsible for litigation related to the clan's titles.

令制官司(りょうせいかんし)の八省の一つ。「おさむるつかさ」とも読む。この省の前身は理官(おさむるつかさ)で、681年（天武天皇10）に初見する。令制では太政官(だいじょうかん)の左弁官局(さべんかんきょく)に属し、五位以上の官人の本姓、継嗣(けいし)、婚姻などの氏族問題を取り扱うほか、祥瑞(しょうずい)、喪葬(そうそう)、贈賻(ぞうふ)（香典(こうでん)）、国忌(こき)、諱(いみな)、外客の朝聘(ちょうへい)のことなどを監督する。この省は雅楽(うた)、玄蕃(げんば)の2寮と、諸陵、喪儀の2司を管轄し、その職員には卿(かみ)1人、大輔(だいすけ)1人、少輔1人、大丞(だいじょう)1人、少丞2人、大録(だいさかん)1人、少録3人の四等官(しとうかん)のほか、その下に史生10人があり、別に大解部(おおいときべ)4人、少(すない)解部6人、省掌2人、使部(つかいべ)60人、直丁(じきちょう)4人が所属する。このうち大少の解部は1司であり、とくに氏族内の譜第(ふだい)に関する訴訟を取り扱う。
