Odawara Hotokusha

…In 1820 (Bunsei 3), Sontoku established the Gojoko in the Odawara domain to provide relief to lower-class samurai and the general public. Based on this experience, in 1843 (Tenpo 14), at the request of the people of Odawara, he donated a fund of 160 ryo and founded the Odawara Shiho Association. This was the start of the Odawara Hotoku Society, and is considered to be the beginning of the Hotoku Society. The most important practical ethics in Hotoku thought are shown in the ideas of "moderation" and "suijo." …
