On January 15, 1888 (Meiji 21), Osaka's Terada Hiroshi and others founded the daily newspaper, with Nakae Chomin as editor-in-chief and Liberal Party figures such as Kurihara Ryoichi, Eguchi Sansei, and Ueki Emori. It supported Goto Shojiro's Daido Danketsu Movement, but when Daido Danketsu split into two factions, it became the organ of the Osaka Club, an affiliate of the Daido Kyowakai. It is said to be the newspaper that Chomin put the most effort into during his life, calling for buraku liberation in his essay "Shinmin Sekai," reporting on the trends of Osaka's largest discriminated buraku, and fighting against the "power of the favored merchants," raising paper prices. In 1889, it strongly opposed Okuma Shigenobu's treaty revision proposal, and was suspended for a total of 41 days twice, in August and from October to November. However, when Chomin moved to Tokyo in April of the same year, the paper's influence gradually declined, and it ceased publication on October 29, 1991.

1888年(明治21)1月15日、大阪の寺田寛(ひろし)らが中江兆民を主筆に栗原亮一(りょういち)、江口三省(さんせい)、植木枝盛(えもり)ら自由党系の人を迎えて創刊した日刊紙。後藤象二郎の大同団結運動を支持したが、大同団結が2派に分かれると大同協和会系の大阪倶楽部(くらぶ)の機関紙となる。兆民が生涯でもっとも力を注いだ新聞といわれ、論文「新民世界」で部落解放を訴え、大阪最大の被差別部落の動向を報道したほか、「寵商(ちょうしょう)豪権」と戦い、紙価を高めた。89年の大隈重信(おおくましげのぶ)の条約改正案に対しては強く反対、8月と10~11月の二度にわたり計41日間の発行停止を受けた。しかし同年4月、兆民が東京へ移るとしだいに紙勢衰え、91年10月29日終刊。
