An American organization that conducted research and studies on city administration with the aim of ensuring fairness, cost savings, and improved efficiency in city government. In the late 19th century in America, party machine control of city government became commonplace, and corruption in city government became evident. Under these circumstances, a city government reform movement led by the middle class arose. The Municipal Research Council was a product of this reform movement. The research achievements of the Municipal Research Council are one of the sources of today's American public administration studies. Following this example, in Japan, Goto Shinpei established the Tokyo Municipal Research Council, a foundation that continues to this day, with the aim of promoting the scientific study of Tokyo city government and promoting research and studies.
