It refers to a matter to be submitted to a meeting. In the Diet, it is used to distinguish from a motion, but this is mainly due to custom from the Imperial Diet era, and there is no theoretical standard for distinguishing the two. According to this, a bill includes bills and budgets that require the votes of both Houses, as well as resolutions that merely require the votes of one House, and is often used for things that have relatively substantial content and can be the subject of a vote, while anything other than that is called a motion. In order for a member to propose a bill, he or she must provide reasons and be supported by a certain number of members (National Diet Law, Article 56). The certain number is 20 or more in the House of Representatives and 10 or more in the House of Councillors. For matters involving the budget or motions to amend bills, the House of Representatives must have 50 or more members and the House of Councillors must have 20 or more members (Article 57). In principle, a bill must be reviewed by a committee before being discussed in a House of Representatives meeting (Articles 41 and 56-2 of the same law).

会議において、付議される案件をいう。国会においては、動議と区別して用いられるが、それは主として帝国議会時代からの慣例に従っているだけで、双方を区別する理論的基準があるわけではない。それによると、議案は両議院の議決を要する法律案、予算案のようなもののほか、一院だけの議決を要するにすぎない決議案などを含み、比較的実質的内容をもち、議決の対象となりうる形態のものに用いられることが多く、それ以外のものを動議といっている。議員が議案を発議するには、理由を付し、かつ一定数の議員の賛成者を必要とする(国会法56条)。一定数については衆議院では20人以上、参議院では10人以上。予算を伴うものや法律案の修正動議では衆議院50人以上、参議院20人以上(同法57条)。議案は、議院の会議で審議される前に、原則として委員会の審査を経なければならない(同法41条・56条の2)。
