During the Edo period, this referred to the Shogunate granting local fiefs to hatamoto who received a salary from rice storehouses. The large-scale local reforms of 1633 were said to be related to measures to combat poverty among hatamoto, as well as the establishment of the newly established military service system for the Sanbanshi. These reforms continued to be carried out as a means of providing relief or reward to hatamoto, but in 1697 a law was issued granting fiefs to hatamoto who provided more than 500 bales of stored rice, which came into effect the following year. This policy reorganized highly productive areas such as the area around Edo into Shogunate territory, and was said to have been aimed at restoring the Shogunate's finances and strengthening its power by, for example, granting hatamoto fiefs to them as a share of their income and controlling the rate at which taxes were collected.
