A place name in Ika District, Omi Province, on the north shore of Lake Biwa. It corresponds to Shiotsuhama in Nishiasai Town, Shiga Prefecture (now merged and now Nagahama City). It was a key point on the land route connecting the Kinai region and various provinces along the Hokuriku road, and was an important port port that transported goods from various provinces to Otsu, and was known as one of the three ports north of the lake. Shiotsuyama and Shiotsu are mentioned in the Man'yoshu. The Engishiki specifies the shipping fees between Tsuruga and Shiotsu, and the shipping fees between Shiotsu and Otsu. In the Middle Ages, Shiotsu Manor was found in the land of Hachijo-in, and was inherited by Emperor Gotakakura, Emperor Shikikenmon-in, Emperor Muromachi, Emperor Eikamon-in, and Prince Fushiminomiya Sadafusa, and in the Muromachi period, it was also found in the land of Nanzenji Temple in Kyoto. After 1425, the lord and the magistrate were in dispute over the magistrate's position in the manor. The position of land steward was passed by the Ogushi clan to their son-in-law, Kumagai Naomura. During the Edo period, the area was divided into various villages, including Shiotsuhama, Shiotsu-naka, Horiyama, Yanokuma, and Nosaka, and initially fell under the territory of the Yamashiro Yodo Domain, but some villages later became part of the Kai Kofu Domain, the Yamato Koriyama Domain, and the Mikawa Yoshida Domain. The Shiotsu Highway, which connects with Tsuruga, is also known as the Gorihangoe Pass, and the Wakasa Obama Domain had guard posts, fortune-telling stations, and rice storehouses along the road. 琵琶湖北岸,近江国伊香(いか)郡にある地名。現滋賀県西浅井町(合併し,現在は長浜市)の塩津浜にあたる。畿内と北陸道諸国を結ぶ陸路の要所であるとともに,大津まで諸国の物資を運ぶ重要な湊津で,湖北三湊の一と称された。《万葉集》には塩津山や塩津が詠まれている。《延喜式》には敦賀(つるが)―塩津の間の駄賃,塩津―大津の間の船賃が定められている。中世には八条院領の塩津荘がみえており,後高倉院・式乾門(しきけんもん)院・室町院・永嘉門院・伏見宮貞成(さだふさ)親王へと伝領され,室町期には京都南禅寺領もみえている。1425年以降に同荘の代官職をめぐり領家と代官が相論となっている。地頭は小串氏からその婿の熊谷直村に譲与されている。江戸時代には塩津浜・塩津中・祝山(ほりやま)・岩熊(やのくま)・野坂などの諸村に分かれ,はじめ山城淀藩領であったが,のち甲斐甲府藩領,大和郡山藩領,三河吉田藩領となる村があった。敦賀と結ぶ塩津街道は五里半越(ごりはんごえ)ともよばれ,若狭(わかさ)小浜藩は街道筋に番所・札場・米蔵を置いている。1681年の船数は400石船2艘を含めて145艘で,1858年には6軒の問屋があった。→七里半越
