Peruvian soldier and politician. In August 1930, he rose up in Arequipa and overthrew the dictatorial regime of Leguía. In the presidential election the following year, a time of great social unrest following the Great Depression, his mixed-race appearance garnered him the support of the lower classes of Lima, preventing the advance of the Apra Party and ultimately defending the old regime. During his term as president (1931-33), he suppressed the Apra Party and took a militant stance in the border conflict with Colombia over Leticia. He was shot and killed by a young Apra Party member during a military parade. [Onoi Shigeo]
