A Myoho-ka (legal scholar) from the end of the Heian period to the beginning of the Kamakura period. Son of Kanenari. Junior Fifth Rank, Lower Grade. The Sakanoue clan is a descendant of Emperor Ling of the Later Han Dynasty, and its ancestor is Achi no Omi, who is said to have come to Japan via the Korean Peninsula during the reign of Emperor Ojin. In the early Heian period, the clan produced warriors such as Sakanoue no Tamuramaro, but from the mid-Heian period onwards, they were involved in the practical work of the Imperial Court as mid-ranking officials who inherited the title of Doctor of Myoho. Akimoto served as Yamashiro no Kami, Kebiishi, and Daihanji, and became a Doctor of Myoho. He wrote "Saiban Chiyo Shosho" (1207), which explains the court nobility law of the late Heian period, at the command of the retired Emperor Gotoba. In addition, the "Hosso Chiyosho" (written between the end of the Heian period and the beginning of the Kamakura period), which is said to be a compilation of the Sakanoue family's teachings, is also said to have been written by Meiki. He died on May 7, 4th year of the Shogen era.

平安末~鎌倉初期の明法家(みょうぼうか)。兼成(かねなり)の子。正五位下。坂上氏は後漢(ごかん)霊帝(れいてい)の子孫で、応神(おうじん)天皇のときに朝鮮半島を経て渡来したと伝える阿知使主(あちのおみ)を祖とする。平安初期には坂上田村麻呂(たむらまろ)のような武人を出したが、平安中期以降は明法博士(はかせ)を世襲する中級官人として朝廷の実務に携わった。明基は山城守(やましろのかみ)、検非違使(けびいし)、大判事(だいはんじ)を歴任し、明法博士となる。後鳥羽(ごとば)上皇の命を受けて平安末期の公家(くげ)法を解説した『裁判至要抄(しようしょう)』(1207)を著した。また、坂上氏の家学の集成といわれる同じ性質の『法曹(ほっそう)至要抄』(平安末から鎌倉初期の成立)も明基の撰(せん)とされている。承元(じょうげん)4年5月7日没。
