Fiscal Investment and Loan Program - zaiseitoyuushikeikaku

This is the management plan for FILP, which is the government's investment and lending activities in line with policy objectives, using various public funds such as postal savings and employee pension insurance collected through the country's credit and systems. The FILP plan is a government activity whose sources of funding are (1) the Fund Management Department Fund, (2) the Postal Insurance Fund, (3) the Special Account for Industrial Investment, and (4) government-guaranteed bonds and government-guaranteed borrowings, and is recorded as being managed for a period of five years or more. It is prepared each year in conjunction with the budget, and its contents are approved by the Diet as part of the budget.

国の信用や制度を通じて集められる郵便貯金や厚生年金等の各種の公的資金による，政策目的に即した政府の投資および融資活動である財政投融資の運用計画のこと。財政投融資計画は政府活動のうち，その財源は(1)資金運用部資金，(2)簡保資金，(3)産業投資特別会計，(4)政府保証債，政府保証借入金であり，かつ5年以上の長期で運用されるものを計上したものであり，毎年度，予算編成にあわせて作成され，その内容は予算の一部として国会の議決を受けている。
