〘Noun〙 One of the local government positions in the late Heian and Kamakura periods. An official who resides in the province, as opposed to the kokushi, who are often absent. From the mid-Heian period onwards, as kokushi became remote offices, those who exercised influence in the provincial government offices like kokushi were called zaikokushi, but this became the fixed title of local government official in Bungo, Hizen, Satsuma, Iwami and other areas. *Mino Province ancient documents held by the Cabinet Library - August 11, 1071 (Enkyu 3), Mino kokushi commentary: "In the two manors of Oi, even though they are zaikokushi, there is a lawsuit to be filed , and the official order is given , but the matter is not decided, and the exemption is given . 〘名〙 平安後期・鎌倉時代の在庁職の一つ。不在の多い国司に対して、在国している官人。平安中期以降、国司の遙任化に伴い、国衙にあって国司のごとく勢威をふるった者を在国司と称したことがあるが、これが豊後、肥前、薩摩、石見などでは固定して在庁官人の職名となった。※内閣文庫所蔵美濃国古文書‐延久三年(1071)八月一一日・美濃国司解案「抑御庄内於二大井御庄一者、在国司雖レ有二訴申事一、任二官符旨一、不レ論二是非一奉二免除一了」
