In 1940, an anti-French uprising led by the Indochinese Communist Party broke out in the mountainous region of northern Vietnam. On September 23 of that year, the Japanese Army in southern China, without waiting for the conclusion of the Japan-France Agreement, crossed the border into Vietnam by force, drove out the French forces in the Lang Son area, and approached Hanoi. On the 27th of the same month, taking advantage of the anarchic situation following the withdrawal of the French troops, an uprising led by the minority Tho (Thai) people broke out in Mon Nhay in Bac Son in the northern mountain region. The uprising was rapidly organized under the leadership of the Northern Committee of the Indochinese Communist Party to counter the White Terror of the returning French army.
