A Tendai sect temple in Otsu City. It is also called Kinshoji. It is commonly known as Takakannon and is famous for its 1,000 Buddha statues. It was originally one of the five temples of Onjo-ji Temple. It is said that it began when Anzen, the master of Tendai Esoteric Buddhism, practiced here. In the Middle Ages, it belonged to Onjo-ji Temple and controlled the area around Seki-ji Temple, which is thought to have been a scattered site of Onjo-ji Temple. Around 1689 (Genroku 2), it came to manage Seki Semimaru Shrine, which became the guardian deity of Onjo-ji Temple. Seki Semimaru Shrine enshrines Semimaru, who is revered as the founder of music and the arts, and organized preachers (versatile performers who perform singing, dancing, music, etc.) from various provinces. 大津市にある天台宗寺門派の寺院。〈きんしょうじ〉ともよぶ。高観音(たかかんのん)と俗称され,千体仏で有名。もと園城寺(おんじようじ)五別所の一つ。天台密教の大成者安然(あんねん)がこの地に修行したのに始まると伝える。中世には園城寺に属し,園城寺の散所と推定される関寺在地などを支配した。1689年(元禄2)ころより,園城寺鎮守となった関蟬丸神社を管理するようになった。関蟬丸神社は音曲芸道の祖神とあがめられる蟬丸を祭神とし,諸国の説教者(歌舞音曲などを行う雑芸人)を組織していたが,この説教者たちは園城寺の権威を背景に諸国巡業を行った。
