He was a samurai of the Satsuma (Kagoshima) domain during the late Edo period, and a bureaucrat in the Meiji Restoration government. He was the third son of Kimotsuki Kaneyoshi, the lord of Kiire Domain, and was adopted by Komatsu Seiyu. In 1861, he was appointed as an aide by Shimazu Hisamitsu, and the following year he accompanied Hisamitsu in leading his troops to Kyoto, and after returning to the domain he became a chief retainer. In July 1864, he was in Kyoto and participated in the Kinmon Incident. Since then, he led the domain's administration alongside Saigo Takamori and Okubo Toshimichi, and traveled back and forth between Kyoto and Kagoshima for several years. In January 1866, he welcomed Saigo and Kido Takayoshi to his domain residence in Kyoto, and concluded the Satsuma-Choshu Alliance. In May 1866, he was visited by Nakaoka Shintaro and Inui (Itagaki) Taisuke at his home in Kyoto, and together with Saigo, he listened to their ideas on overthrowing the shogunate by force. In June of the same year, he, along with Saigo and Okubo, signed the Satsuma-Tosa Alliance with Goto Shojiro. In October of the same year, together with Saigo and Okubo, he received a secret imperial decree to overthrow the shogunate, and traveled to Kyoto to advise the Imperial Court and the shogunate on the realization of the restoration of imperial rule. He entered Yamaguchi, discussed strategies for overthrowing the shogunate with the Choshu clan, and returned to his domain. At the time of the political upheaval of the Restoration of Imperial Rule, he was in Kagoshima and provided logistical support. In January 1868 (Meiji 1), he traveled to Kyoto and became a councilor, advisor to the General Affairs Bureau, and vice governor of the foreign affairs ministry, and in September of the following year he was awarded a stipend of 1,000 koku. He fell ill the following year and passed away in Osaka. He was 36 years old.

幕末の薩摩(鹿児島)藩士,維新政府の官僚。喜入領主肝付兼善の3男に生まれ小松清猷の養子となる。文久1(1861)年島津久光の人材登用により側役,翌2年久光の率兵上洛に随従し,帰藩後家老。元治1(1864)年7月京にあって禁門の変に参加。以来,西郷隆盛,大久保利通と共に実質的に藩政を指導,京と鹿児島を往復すること連年におよんだ。慶応2(1866)年1月西郷と木戸孝允を京の藩邸に迎え,薩長連合を締結。同3年5月京の自宅に中岡慎太郎,乾(板垣)退助の訪問を受け,西郷と共に武力討幕論を聞く。同6月,西郷,大久保と共に後藤象二郎との間に薩土盟約を交わす。同10月西郷,大久保と共に討幕の密勅を受け,大政奉還の実現を朝廷,幕府に進言し出京。山口に入り,長州藩と討幕戦略を協議し帰藩。王政復古の政変のときは鹿児島にいて後方支援に当たった。明治1(1868)年1月上洛し参与,総裁局顧問,外国官副知事,翌2年9月賞典禄1000石を受ける。翌年病を得て大阪に没した。年36歳。
