1865‐1903 Founder of the Basque regionalist movement in Spain. Son of a Carlist shipping merchant in Bilbao. Through his research into the Basque language and Basque history, he launched a political movement of regional separatism with the slogan "Catholicism, Basque people, and old regional privileges." He became a member of the local assembly in 1898. He was imprisoned for his anti-central government comments. In his later years, he is said to have changed his ideology to one of autonomy, and the political organization he founded developed into the popular party, the Basque Nationalist Party (PNV).
