The first president of the Republic of Vietnam (South Vietnam). Born into a Catholic official family in Hue, he was known from an early period as a pro-American, anti-communist nationalist. He was appointed Prime Minister of the State of Bao Dai in 1954, and in 1955 was elected President of the Republic of Vietnam by referendum. Perhaps due to his origins and religion, he was unable to gain popular support, so he adopted an anti-communist, fascist regime based on his own people and Catholics. In foreign affairs, he ignored the Geneva Accords, relied on American aid, and adopted a policy of hostility toward the Democratic Republic of Vietnam (North Vietnam).

ベトナム共和国(南ベトナム)の初代大統領。フエのカトリック系官人の出身で，早くから親米反共民族主義者として知られた。1954年バオダイ･ベトナム国の首相に任命され，55年国民投票によりベトナム共和国大統領に就任した。その出身，宗教のせいか大衆の支持が得られず，同族，カトリックによる反共ファッショ体制をとった。外交ではジュネーブ協定を無視し，アメリカの援助に依存してベトナム民主共和国(北ベトナム)を敵視する政策をとった。
