A fund established in 1971 based on the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage. It is abbreviated as IOPCF. Oil recipients contribute to provide compensation to oil pollution victims for damages that exceed the shipowner's civil liability. The convention that serves as the basis for this was adopted in 1971 and came into force in October 1978. There are 64 contracting countries. Japan became a contracting country in July 1976. An amending protocol adopted in 1976 changed the calculation unit of compensation from gold francs to SDRs, and the maximum compensation amount is now 60 million SDRs (approximately 10.2 billion yen). 〈油濁損害の補償のための国際基金の設立に関する国際条約〉に基づいて1971年設立された基金。IOPCFと略称。船主の民事責任を超える損害について,油受取り荷主が拠出して油濁被害者に対する補償を行う。その根拠となる同条約は71年に採択され78年10月に発効。締約国数は64ヵ国。日本は76年7月に締約国となる。なお,76年に採択された改正議定書によって,補償金額の計算単位が金フラン建てからSDR建てに変更され,最大補償金額は6000万SDR(約102億円)となっている。
