Broadcasting operated by public corporations or public institutions. Examples include the BBC in the UK and NHK in Japan. They are distinguished from general broadcasters in that they are primarily funded by reception fees and are often non-profit businesses. At the same time, compared to national broadcasting, they can operate independently without being directly supervised, controlled, or dominated by state power. For this reason, public broadcasting is said to be the optimal business model for broadcasting, which should have a strong public character and be free. However, in reality, public broadcasting sometimes pursues profits in order to develop its business, and it is not uncommon for them to collude with state power in terms of finances, personnel, etc.
