Local governments are ordinances that indicate their basic stance on pollution prevention and incorporate pollution prevention measures that are appropriate to the characteristics and circumstances of the region. All prefectures and many cities, towns, and villages have enacted ordinances. In many cases, these ordinances supplement the laws by applying regulatory standards to facilities and items that are not subject to pollution-related laws, and in many cases they set additional standards that exceed the national uniform standards, thereby making environmental conservation more effective. →Environmental standards
