The New Regulations on Courtiers were issued in the third year of the Kanki era (1231) during the reign of Emperor Go-Horikawa. The Kanki famine was seen as a sign of the decline of the emperor's virtue, and the law was issued as a virtuous government aimed at restoring this. It contains many provisions inherited from the Kenkyu New Regulations (1191) and the Karoku New Regulations (1225), but does not include provisions such as an order to consolidate manors or a clause to stop the rampant activities of jinin (divine servants) and evil monks.
