Book by Minobe Tatsukichi. Published in 1923. Along with Hozumi Yatsuka's Constitutional Principles (1910) and Sasaki Soichi's The Japanese Constitution: An Outline (1930), this is a representative constitutional textbook under the old constitution, characterized by its Emperor Organ Theory, liberal interpretation of the constitution, and teleological methodology. In 1935, the Emperor Organ Theory came under attack in the Imperial Diet and elsewhere, and in April, the book was banned from sale along with the author's Article-by-Article Constitutional Essence and Fundamental Principles of the Japanese Constitution. 美濃部達吉の著書。1923年刊。穂積八束《憲法提要》(1910),佐々木惣一《日本憲法要論》(1930)と並ぶ,旧憲法下の代表的な憲法教科書で,天皇機関説,憲法の自由主義的解釈,目的論的方法などを特色とする。1935年帝国議会などでその天皇機関説が攻撃を受け,4月,同著者の《逐条憲法精義》《日本憲法の基本主義》とともに発売禁止処分を受けた。【長尾 竜一】
