(1) Its official name is the National Labor Union Liaison Council. It is a loose liaison and consultation body that was formed after the February 1st strike in 1947 by bringing together the Industrial Federation Conference, the General Confederation of Japanese Trade Unions (Sōdōmei) and neutral unions. It has 4.6 million members. It was the first opportunity in the history of the Japanese labor movement to unify the labor front. However, Sōdōmei, which opposed the Industrial Federation Conference's insistence on a majority rule system for management and strengthening of control, withdrew from the organization in 1948. It has been in decline since then, and was ordered to disband in 1950 under the Ordinance on Regulation of Organizations, etc. (2) Its official name is the National Confederation of Trade Unions (Nationwide Labor Union Confederation). It was formed in November 1989 by labor organizations that opposed the dissolution of the General Council of Japanese Trade Unions (Sōhyō) and reorganization into Rengo. It has 27 labor unions and 39 prefectural organizations, with 1.4 million members. It criticizes Rengo for taking a "labor-management cooperation line" and aims to be an "open national center" that is not centered on large labor unions, such as by using affiliated organization units for resolutions. The major unions are Zenroren Jichiroren, Zenkyo, Japan Medical Workers' Union, National Public Service Workers' Union, General Construction Workers' Union, Jiko Soren, and Co-op Workers' Union, etc.

(1)正称は全国労働組合連絡協議会。1947年二・一スト後に産別会議,総同盟(日本労働組合総同盟)および中立系組合を結集して組織されたゆるやかな連絡協議体。加盟人員460万。日本労働運動史上初めての労働戦線の統一の機会であった。しかし産別会議の主張する運営の多数決制と統制力の強化に反対する総同盟は1948年脱退。以来衰退に向かい,1950年団体等規正令の適用を受けて解散を命ぜられた。(2)正称は全国労働組合総連合。1989年11月,総評(日本労働組合総評議会)の解散と連合への再編に伴い,それに対抗する諸労働団体により結成。27単産と都道府県の39組織,140万人が参加した。連合を〈労資協調路線〉と批判し,議決も加盟組織単位を併用するなど大単産中心でない〈開かれたナショナル・センター〉を目指している。主要単産は全労連自治労連,全教,日本医労連,国公労連,建設一般,自交総連,生協労連など。
