Refers to people who made great contributions during the Meiji Restoration. Initially, it referred to Saigo Takamori, Kido Takayoshi, and Okubo Toshimichi, and after their deaths, it also referred to Ito Hirobumi, Kuroda Kiyotaka, Yamagata Aritomo, Inoue Kaoru, and Oyama Iwao. The second Ito cabinet, established in 1892 (Meiji 25), was said to be a cabinet made up of all Gensho, including these five and Goto Shojiro. The term "Gensho" appears in legal terms in the April 1888 Imperial Rescript on the Privy Council and the Imperial Rescript on the "Preferential Treatment of Gensho" for Kuroda and Ito in November of the following year, and it was around this time that influential Gensho began to function as "Genro."
