〘 noun 〙① One of the government offices under the Ritsuryo system. Also, its staff. Under the Daijokan Shonagon, it revised the drafts of imperial edicts prepared by the Naiki, wrote memorials, considered precedents, and was responsible for regular and special ceremonial events. Staff included two Dai-gaiki (equivalent to Senior Seventh Rank Upper) and two Sho-gaiki (equivalent to Junior Seventh Rank Upper), and ten Historians. The Dai-gaiki became a hereditary position for both the Kiyohara and Nakahara families, and was called the Bureau. Later, when the Gaki came to represent the Shonagon Bureau, it came to be called the Gaki Bureau. Shirusu-Tsukasa [Extra]

〘Noun〙 In the Ritsuryo system, the chief scribe of the Daijokan. It prepared documents and recorded daily events within the Daijokan. There were two types of Ōishirusu tsukasa (Great Foreign Secretary) and Sushirusu tsukasa (School Foreign Secretary) . Their official ranks were Shoshichi no Jo (Senior Seventh Rank Upper) and Jushichi no Jo (Junior Seventh Rank Upper), respectively.

〘名〙① 令制における役所の一つ。また、その職員。太政官少納言の下にあり、内記が作る詔勅の草案を訂正し、奏文をつくり、また先例を考勘したり、恒例、臨時の儀式行事の奉行をした。職員に大外記(正七位上相当)、少外記(従七位上相当)各二人、史生一〇人などがある。大外記は清原、中原両家の世襲するところとなり、局務と称した。また、後に外記が少納言局を代表するようになると、外記局と呼ばれるようになった。〔延喜式(927)〕※徒然草(1331頃)一〇二「軾を忘れて、外記を召されければ」② =げききょく(外記局)※御堂関白記‐長和四年(1015)六月二七日「晦日大秡事未其一定有、閏六月時日記不外記、為之如何」③ 禅宗寺院の役職の一つ。住持長老の下に西班に属し、啓箚(けいさつ)(=書状)など公的文書を作製した。書記。外史。※詩学大成抄(1558‐70頃)七「書記は山門のくがいのことを記ぞ。外記とも云ぞ」④ 「げきぶし(外記節)」の略。※雑俳・口よせ草(1736)「ぎゃうさんな・座敷へ出ても外記の僻」⑤ 袴(はかま)の異称。

〘名〙 令制で、太政官の主典(さかん)。文書を作成し、太政官内の行事を毎日記録する。大外記(おおいしるすつかさ)と少外記(すないしるすつかさ)とがある。官位相当はそれぞれ正七位上と従七位上。げき。
