1832‐1908 Russian diplomat, politician, and count. Born into a politician's family, he worked as a diplomat from 1856. In 1859 he was appointed ambassador to China, and the following year he signed the Treaty of Beijing, which gave Russia the left bank of the Heilongjiang River and the area east of the Ussuri River. He served as ambassador to Turkey from 1864 to 1877. He prepared the Treaty of San Stefano, which was favorable to Russia, but after the Berlin Conference he withdrew from diplomatic life. He was Minister of the Interior from 1881 to 1882, and under Alexander III he suppressed the revolutionary movement and promoted reactionary policies.
