…In the early Meiji period, land disposal was carried out on forests directly controlled by the feudal shogunate and forests owned by shrines and temples, and they became government-owned (official forests). Later, in 1876, the location, area, and forest type of official forests were surveyed under the Provisional Ordinance for Surveying Official Forests, and the first unified nationwide register was created. The Forest Land Public-Private Ownership Division Project was a project in which only those forests with evidence of village ownership that had been freely used by farmers as village common land were made privately owned, and the rest was made government-owned. The combination of these official forests and official forest land became the basis for what would later become national forests. …
