It refers to a situation in which prices continue to rise slowly at about 2 to 3 percent per year during a period when the economy is stagnant and unemployment is rising. Creeping means to creep up on, and the term was established in the United States around 1957 and 1958, when rising prices during a recession (stagflation) became the focus of attention. In other words, in early Keynesian economics, inflation was believed to be caused solely by excess demand (total demand exceeding full employment output), as can be seen in the idea of the inflation gap. 景気は沈滞し,失業率も上昇しつつあるような時期に,物価がなお年率で2~3%程度のゆるやかな上昇を続ける状況をさす。creepingは〈忍びよる〉の意味であり,不況下の物価上昇(スタグフレーション)が注目された1957,58年ころのアメリカで定着した用語である。すなわち,初期のケインズ経済学においては,インフレ・ギャップの考え方にうかがえるように,インフレはもっぱら超過需要(総需要が完全雇用産出高を超えること)によって起こるものとされた。
