It refers to a situation in which prices continue to rise slowly at about 2 to 3 percent per year during a period when the economy is stagnant and unemployment is rising. Creeping means to creep up on, and the term was established in the United States around 1957 and 1958, when rising prices during a recession (stagflation) became the focus of attention. In other words, in early Keynesian economics, inflation was believed to be caused solely by excess demand (total demand exceeding full employment output), as can be seen in the idea of the inflation gap.
