… In contrast, the second concept is that of an administrative agency as a unit of administrative affairs allocation or a person in charge of a task. This does not refer to individual authority, but to a complex or composite organization of posts for carrying out administrative functions, including administrative agencies and other administrative agencies in the first sense (also called an administrative office). Examples of this include ministries, ministries, committees, and agencies as national administrative agencies under the National Administrative Organization Act (Article 3, Paragraphs 2 and 4).
