...Many banks suffered runs (withdrawals of deposits), which led to bankruptcy or closure. To prevent such a situation from happening again, the Banking Act of 1952 enacted measures to improve the soundness of bank management. In the act, (1) the definition of a bank was revised to include any institution that both lends and accepts funds (granting and receiving credit), and any institution whose only business is accepting deposits was also considered a bank and came under the scope of the Banking Act.
