In March 1942, as the situation in World War II worsened, a mission headed by the Lord Keeper of the Great Seal, RS Cripps, was sent by British Prime Minister Churchill to ask for India's full cooperation in the war effort. His proposal was the first from the British side to grant India the status of a dominion after the war, which was essentially the same as independence. However, the proposal also recognized the right of states to separate, and the Indian National Congress, which wanted the immediate establishment of a national government, and the Muslim League, which did not want a commitment to the creation of Pakistan, rejected the proposal, and the negotiations ended in failure.
