Seitaro Kubota

Seitaro Kubota

Social worker. Born in Okayama Prefecture. Graduated from the Faculty of Law, Tokyo Imperial University. After serving in important positions in the Ministry of Home Affairs, he was also appointed a Privy Councilor. During this time, he was credited with the establishment of the Infectious Diseases Prevention Law (enacted in 1897, abolished in 1999) and the Leprosy Prevention Law (enacted in 1907, abolished in 1996). Working with private and private interests, he established the Society for the Study of the Poor (1900) and was also instrumental in establishing the Central Charity Association (1908). He also researched and introduced Western relief and protection systems, and took the position that social solidarity and social work were measures to prevent socialism.

社会事業家。岡山県生まれ。東京帝国大学法科大学卒業。内務省の要職を経て枢密顧問官にも任ぜられた。この間、伝染病予防法(1897年施行、1999年廃止)、癩(らい)予防法(1907年施行、1996年廃止)などの制定に功績があった。在野の関係者と協力して貧民研究会(1900)を設立、中央慈善協会(1908)創設にも尽力した。欧米の救済制度、保護制度の調査・紹介も行い、社会連帯主義、社会事業を社会主義への予防策と考える立場をとった。
