...In 1590 (Tensho 18), when Toyotomi Hideyoshi attacked the Later Hojo clan at Odawara Castle in Sagami, a council was held in the castle to discuss countermeasures, but the discussion ended in vain. This story was introduced in Akitake Makishima's "Kanhachishu Kosenroku" (Records of the Ancient Wars of the Eight Provinces of Kanto) (completed in 1726), and in Tomokiyo Oyamada's "Matsuya Bunki" (Matsuya Notes), it is written that "Hojo Ujinao was a foolish general and indecisive, so he had his ministers discuss matters, but they were nothing more than futile discussions and could not be put to practical use, and they eventually fell into disuse. This led to the name "Odawara Council" for incomplete councils, and this was widely known during the Edo period. There is also a theory that "Odawara Council" refers to the Council of Ministers that the Later Hojo clan established in Odawara to discuss government orders. ...

…1590年(天正18)豊臣秀吉が,後北条氏を相模小田原城に攻めたとき,城内の評定で対策が評議されたが,空しく日を過ごすのみであったという故事から,一般にいつまでもまとまらない会議,相談を指すようになった。槙島昭武《関八州古戦録》(1726成立)にこの故事が紹介され,小山田与清(ともきよ)の《松屋筆記》に,〈北条氏直愚将にして物に決断なく,群臣をして評議せしむれど,空しく座談のみにて,其実に用る事能はず,遂に廃滅せり,世にこれをとりて不成の評議を小田原評定と云へり〉とあって,江戸時代広く知られていた。なお,〈小田原評定〉を,後北条氏が,政令を議するため小田原に設けた評定所を指すという説もある。…
