Administrative district - Gyōsei-ku

Wards are special organizational provisions established by ordinance-designated cities. Unlike the special wards of Tokyo, they do not have legal status and are used to allocate regional administrative affairs. The reasons for establishing these administrative districts were the historical background brought about by national demands for large cities, the maintenance of the basic system of local government between prefectures and municipalities, and ensuring the unity of unified cities. Today, the reason given is that by establishing wards, which are subordinate structures of large cities, close to the residents, the ties between the residents and the administration are strengthened and detailed administrative services tailored to the local conditions are guaranteed. As of April 2011, 19 cities have administrative districts.

政令指定都市の組織上の特例により設けられた区。東京都の特別区と異なり、法人格をもたず地域的事務配分を行うためのものとされる。この行政区の設置理由としては、大都市に対する国家的要請がもたらした歴史的沿革、都道府県―市町村という地方自治の基本体系の維持および統一都市の一体性の確保といった点が根拠になっていた。今日では、大都市の下部機構たる区を住民の身近に設けることにより、住民と行政との結び付きを強化し、地域の実情にあったきめ細かな行政サービスを保障するという理由があげられている。2011年（平成23）4月時点で19市に行政区が設けられている。
