A nobleman in the Nara period. He was the grandson of Maro and the son of Sukunamaro. In October 764, he was appointed Junior Fifth Rank. After serving as Tango no Kami, Hyobu Shoyu, Shikibu Shoyu, Ise no Suke, and Ushoben, in March 780, when Iji Ishimaro rebelled in Emishi, he was appointed Deputy Eastern Envoy and traveled to Mutsu (the Tohoku region) with Ambassador Fujiwara no Tsugutsunawa. Although he had little success in battle, he returned to Kyoto in September 781 and was awarded the Fourth Rank and the Order of Merit, 4th Class. He later served as Shikibu Daifu, Chuei Chujo, and other positions, before becoming a councilor in April 785. He also served as the Crown Prince's Minister and Left and Right Grand Adviser, and in July 786, he became Eastern Envoy. The expeditionary force mobilized soldiers and brought sufficient food supplies to Taga Castle (Tagajo City), but suffered a major defeat at the hands of the Emishi chieftain Aterui. However, he made a false report to the central government and was held accountable after returning to the capital. The expedition to the Emishi made progress two years later with the appearance of Sakanoue no Tamuramaro. In January of the 12th year, he inspected Utamura, Kazuno County, Yamashiro Province (Kita Ward, Ukyo Ward, Kyoto City) together with Dainagon Fujiwara no Oguromaro and others in preparation for the relocation of the capital. In July of the 15th year, he became Dainagon of the Third Rank.

奈良時代の公卿。麻呂の孫,宿奈麻呂の子。天平宝字8(764)年10月従五位下。丹後守,兵部少輔,式部少輔,伊勢介,右少弁を経て,宝亀11(780)年3月蝦夷で伊治呰麻呂が反乱を起こすと征東副使に任命され,大使藤原継縄と共に陸奥(東北地方)へ赴いた。戦果は少なかったが天応1(781)年9月帰京し従四位下,勲4等を授けられた。のち式部大輔,中衛中将などを経て,延暦4(785)年4月参議。さらに春宮大夫,左右大弁を歴任し,7年7月征東大使となった。兵士を動員し,食糧を十分に多賀城(多賀城市)に運びこんだ上での征討軍であったが,蝦夷の族長阿弖流為のために大敗を喫した。しかし中央に対し虚偽の報告をし,帰京後問責された。蝦夷征討はこの2年後坂上田村麻呂の登場によって進展した。12年1月,大納言藤原小黒麻呂らと共に遷都のために山背国葛野郡宇太村(京都市北区,右京区)を視察した。15年7月正三位大納言。
