This refers to the area around the Five Kinai Regions, including Yamashiro. This area was valued as a strategic military location from the end of the 12th century, during the Jisho-Juei civil war, and the Kamakura Shogunate appointed the Shugo of Settsu, Harima, and Tamba as Rokuhara Tandai and Kan after the Mongol invasion, and viewed the area, including Yamashiro, which had previously been under direct control of the Shogunate, as a strategic location. This policy was continued by the Muromachi Shogunate, and these provinces were given to the Shugo of the Ashikaga clan, the most powerful of the three Kan and Shishiki families. Settsu, Kawachi, and Izumi were considered military bases for the Southern Court, and when Kusunoki Masanori returned to the Northern Court in 1369 (Shohei 24 | Oan 2), the Shogunate confirmed to him the position of Kawaizumi Shugo as well as the position of provincial lord that he had held while under the Southern Court.
