The Kaibu of the Ministry of Justice questioned suspects, and the Kaibu of the Ministry of Justice handled inquiries when there were disputes over the fudai. The Kaibu of the Ministry of Justice was abolished in 808 (Daido 3), and the Kaibu of the Ministry of Justice had its staff reduced by four in 799 (Enryaku 18).
