In fact, as the scope of government activities expanded in the 20th century and economic and social legislation became more prevalent, many administrative tribunals were established to handle disputes that arose over the implementation of these legislation, and Dicey himself frankly acknowledged in a 1915 essay that a field of law similar to French administrative law was beginning to take shape in the UK.
