It was one of the "Seven Offices" established by the Constitution of Japan issued on April 21, 1868 (Keio 4). It consisted of officials such as the Assistant Minister, the Commissioner, the Historian, and the Secretary, and was responsible for overseeing administrative affairs as the central organ of the government administration. 慶応4 (1868) 年閏4月 21日付発布の政体書により定められた「七官」中の一つ。輔相以下弁事,史官,書記などの官から成り,行政事務の総括という,政府行政部の中心機関としての任を負っていた。明治2 (69) 年の官制改革で,太政官と改められた。
