Guanlong Group

…A group of bureaucrats, including Gao Xi and Su Wei (534-621), supported Emperor Wen's government and participated in the planning and implementation of policies. They were generally known as the "Guanlong group" because they were from the Western Wei-Northern Zhou dynasty's cooperative system of Han and Northern people (especially Xianbei). With their excellent sense of reality and practical abilities in both literature and martial arts, they played a leading role in Sui politics. The aristocratic class, who prided themselves only on their family background and were becoming detached from real society, were forced to retreat as their bases were taken away one by one through the advance of these new types of bureaucrats, the abolition of the Nine Ranks of Officials Law, which was the basis of clan doctrine, and their exclusion from local politics. …
