The superiority of the government and the inferiority of the people

In general, bureaucrats are considered to be noble and the people to be inferior and subservient to them. In late capitalist countries, political centralization and capital accumulation are rapidly achieved by state power, which strengthens the bureaucrats' sense of superiority and the people's tendency to submit. In Japan, the principle of imperial values further strengthened this tendency. In the early Meiji period, this manifested itself as "yusshi dictatorship," and even after the establishment of the modern bureaucracy, bureaucrats continued to govern the people as "bureaucrats of the emperor" rather than as "public servants of the people."
