…The fishing rights system was established in the Meiji Fisheries Law (1901), which established four types of fishing rights: fixed, area, special, and exclusive, which were approved based on a license system. Of these, there were two types of exclusive fishing rights: exclusive fishing rights for pre-existing waters, which were used exclusively in the waters off the coast of fishing cooperative districts, which were generally organized on a village basis, and customary exclusive fishing rights, which were granted based on practices prior to the Fisheries Law. The exclusive fishing rights for pre-existing waters were almost the same as the pre-existing fishing rights of the Edo period (pre-existing fishing grounds localism). These old fishing rights continued to exist until the fisheries system reforms following World War II, and have continued to exist to this day as new fishing rights after the reforms. …
