The seven-tenths savings amounted to 20,000-25,000 ryo each year, and was managed by representatives of Edo townspeople under the supervision of the Accounting Magistrate's Office and the Town Magistrate's Office. For this reason, the Edo Town Council was established in Kanda Mukoyanagiwara, along with 12 enclosed rice storehouses. The Edo Town Council was run by 10 privileged wealthy merchants appointed as purveyors to the Accounting Magistrate's Office, as well as representatives of village headmen and officials (zanin) selected by landowners and housekeepers, and it also had the character of a kind of communal organization (kaisho) for the landowners of Edo.
