...The annual rice stipends presented by each province were collected by the Oi-ryo after being accounted for by the Shokenryo, and in the 8th century these were paid out as monthly stipends to princes, councilors, government officials, and miscellaneous servants (though the Ministry of Civil Affairs paid rice stipends as tairo to artisans and officials), but in the early 9th century, the Yogeki-ryo (sen) and Banjo-ryo, which had previously been additional pay for the extremely demanding official and guard officials, became base pay alongside the monthly stipends, and the recipients of the three payments became differentiated, with the Oi-ryo beginning to pay each of them as annual rice stipends. However, the monthly stipends of Prince Arihito and nobles were gradually stopped, and with the establishment of the Genkei official fields in 881 (Gangei 5), government offices other than the Dajokan, the accounting offices (Ministry of Central Affairs, Ministry of Finance, Ministry of Civil Affairs, Ministry of the Imperial Household, Oinyo), and the office of monthly stipend (Daigakuryo, etc.) were provided with official fields as yogeki-ryo and banjo-ryo, and the duties of the Oinyo were reduced. The Engishiki stipulates that 22 provinces will present an annual stipend of over 17,330 koku, but by around 894 (Kanpei 6), only 1/3 to 1/2 of the 18,000 koku annual stipend had been paid. *Some of the terminology explanations that refer to "Genkei Kanden" are listed below.
