He eventually became acquainted with Moscow's security chief Zbatov, who advocated a legal labor movement controlled by the police, and in 1903 he organized a workers' coffee club, and based on that, in 1904, with the permission of the authorities, he established the Gathering of Russian Factory Workers of St. Petersburg (commonly known as the Gapon Union).
