Qaboos bin Said, who became emir in a palace coup in July 1970, ended the country's medieval isolation and pursued an active diplomacy, gaining international recognition in 1971 by joining the Arab League, the United Nations, and the International Monetary Fund (IMF). Domestically, the country was an autocratic monarchy without a constitution or parliament, and it was not until 1991 that it finally established an advisory council, but public opposition to it was not strong.
